Emergency laws passed

The beginning of the year was marked by the adoption of three emergency laws as a "response to existing threats to the national interests of the Republic of Belarus in the regime of special restrictive measures":

Law “On seizure of property”;

Law “On issues concerning transfer under temporary external control”;

Law “On the limitation of exclusive rights to intellectual property objects”.

Effective January 17, 2023.

Prohibition of reorganization

On October 31, 2022 Decree of the President of Belarus No. 386 was signed. It established additional restrictions in relation to actions of legal entities (their participants), included in the list of legal entities of the Republic of Belarus, participants (shareholders) of which are persons from "unfriendly" countries. Such a list was previously approved by the Government.

 

New procedure for regulating prices of goods

15 days after the adoption of the Resolution of the Council of Ministers of the Republic of Belarus dated 06.10.2022 No. 669 "On temporary measures to stabilize prices" was terminated. From 20.10.2022, the norms of the Resolution of the Council of Ministers of the Republic of Belarus No. 713 dated October 19, 2022 "On the price regulation system" are applied.

The document approved a list of consumer goods from 370 items for which pricing restrictions are set. Services and works are not subject to the regulation of this resolution.

Prohibition of price increases for goods and services

On October 6, 2022, the Resolution of the Council of Ministers of the Republic of Belarus No. 669 "On temporary measures to stabilize prices" was adopted (entered into force from the moment of adoption), according to which a number of restrictions are imposed on the formation of prices on the territory of Belarus.
