The List of Unfreindly States has been Determined

THE LIST OF FOREIGN STATES COMMITTING UNFRIENDLY ACTIONS HAS BEEN DETERMINED

The Council of Ministers of the Republic of Belarus by Resolution No. 209 of 06.04.2022 (effective from 08.04.2022) determined the list of foreign states committing unfriendly acts against Belarusian legal entities and (or) individuals.

The list includes:

  1. The Australian Union.
  2. Member States of the European Union.
  3. Canada.
  4. The Principality of Liechtenstein.
  5. The Kingdom of Norway.
  6. New Zealand.
  7. Republic of Albania.
  8. Republic of Iceland.
  9. The Republic of North Macedonia.
  10. United Kingdom of Great Britain and Northern Ireland.
  11. United States of America.
  12. Montenegro.
  13. The Swiss Confederation.

As a result, the residents of these "unfriendly countries" will be subject to restrictions provided for by the provisions of Decree No. 93 of 14.03.2022 "On Additional Measures to Ensure the Stable Functioning of the Economy", including the possibility of the Council of Ministers setting an increased tax rate on the income of foreign organizations in respect of possible payments (dividends, royalties, interest income, etc.), a ban on alienation by participants (shareholders) of legal entities of the Republic of Belarus who are residents of "unfriendly countries" of a share in the share capital of Belarusian legal entities.

In addition, by Decree of the President of Belarus dated 07.04.2022 No. 137 "On Executive Documents", it was decided to suspend the execution of executive documents issued in favor of such residents of "unfriendly countries". The obligation of banks and other financial organizations to refuse to accept payment claims submitted by these residents independently according to executive documents without acceptance of the payer has been introduced.
